The Washington State Department of Agriculture requires a Commercial Applicator License for any individual or business applying pesticides or rodenticides to another person's land or property for compensation. To obtain this credential, applicants must register their business with the state, pass the Washington Laws & Safety exam, and provide proof of financial responsibility through liability insurance. In Washington State, general contractors are registered through the Department of Labor & Industries. Qualification for registration includes a continuous surety bond and substantial general liability insurance. A registered general contractor can perform a range of construction work including structural repairs and physical penetration sealing.

The PCO General qualification allows the license holder to apply pesticides or rodenticides for the control of insects, spiders, rodents, and other strictly defined pests in and around residences, public buildings, and commercial buildings as well as other specified areas.
Those treating for outdoor vertebrate pests not immediately adjacent to the structure will need the Vertebrate Pest Control category.
Businesses that amend structures for pest control are required to register as a contractor with the Department of Labor & Industries. (See WSDA) -
Qualification in the category of PCO Structural allows the regulated control of structurally destructive pests including fungus, termites, carpenter ants, and wood-boring beetles. (WSDA)

Acknowledgment of this qualification allows the use of chemical and physical methods for control of pest animals in outdoor areas including agricultural, residential, and ornamental situations. Those treating for indoor vertebrate pests need the PCO General category. (WSDA)
